Let’s say there is something as dramatic as hostage situation, and you have to negotiate with the offender. The protocol will certainly help manage the crisis, but only to a certain extent. The rest will depend on the specific situation involving unique individuals, and as everyone is different, you will have to find a way to communicate and manage the ongoing crisis.
